1	A bill to be entitled
2	An act relating to governmental efficiency and
3	productivity; providing for the review of state agency
4	service contracts; requiring the Department of Management
5	Services to enter into a contract with a private vendor to
6	conduct the review; providing an effective date.

8	Be It Enacted by the Legislature of the State of Florida:

10	Section 1. The Legislature finds that a complete review of
11	state agency service contracts with respect to equipment and
12	capital assets could produce immediate and long-term savings. It
13	is the policy of this state to encourage an agency to invest in
14	all measures that produce a cost savings for the agency and to
15	return these service contract savings to the public treasury.
16	Section 2. The Department of Management Services shall
17	enter into a contract with an outside vendor to conduct a
18	comprehensive review of all state agency service contracts for
19	the periodic repair, maintenance, or enhancement of leased or
20	owned office equipment, office systems, motor vehicles, fixed
21	capital assets, or any other capital assets.
22	Section 3. This act shall take effect July 1, 2003.
