1 A bill to be entitled
2          An act relating to specialty license plates; amending ss.
3    320.08056, 320.08058, F.S.; renaming the Challenger
4    license plate as the Challenger/Columbia license plate;
5    providing an effective date.

7          Be It Enacted by the Legislature of the State of Florida:
8         
9          Section 1. Paragraph (b) of subsection (4) of section
10    320.08056, Florida Statutes, is amended to read:
11          320.08056 Specialty license plates.--
12          (4) The following license plate annual use fees shall be
13    collected for the appropriate specialty license plates:
14          (b) Challenger/ColumbiaChallengerlicense plate, $25,
15    except that a person that purchases 1,000 or more of such
16    Challengerlicense plates shall pay an annual use fee of $15 per
17    plate.
18          Section 2. Paragraphs (a) and (b) of subsection (2) of
19    section 320.08058, Florida Statutes, are amended to read:
20          320.08058 Specialty license plates.--
21          (2) CHALLENGER/COLUMBIACHALLENGERLICENSE PLATES.--
22          (a) The department shall develop a Challenger/Columbia
23    Challengerlicense plate to commemorate the seven astronauts who
24    died when the space shuttle Challenger exploded on liftoff in
25    1986 and the seven astronauts who died when the Columbia
26    exploded on reentry in 2003. The word "Florida" shall appear at
27    the top of the plate, and the words "Challenger/Columbia"word
28    "Challenger" must appear at the bottom of the plate, both words
29    in small letters.
30          (b) Fifty percent of the Challenger/ColumbiaChallenger
31    license plate annual use fee must be distributed to the
32    Astronauts Memorial Foundation, Inc., to support the operations
33    of the Center for Space Education and the Education Technology
34    Institute. Funds received by the Astronauts Memorial Foundation,
35    Inc., may be used for administrative costs directly associated
36    with the operation of the center and the institute. These funds
37    must be used for the maintenance and support of the operations
38    of the Center for Space Education and the Education Technology
39    Institute operated by the Astronauts Memorial Foundation, Inc.
40    These operations must include preservice and inservice training
41    in the use of technology for the state's instructional personnel
42    in a manner consistent with state training programs and approved
43    by the Department of Education. Up to 20 percent of funds
44    received by the Center for Space Education and the Education
45    Technology Institute may be expended for administrative costs
46    directly associated with the operation of the center and the
47    institute.
48          Section 3. This act shall take effect July 1, 2003.
