19	Section 1. Paragraph (d) of subsection (3), paragraph (b)
20	of subsection (4), paragraph (a) of subsection (5), and
21	subsections (11) and (13) of section 70.001, Florida Statutes,
22	are amended to read:
23	70.001 Private property rights protection.--
24	(3) For purposes of this section:
25	(d) The term "action of a governmental entity" means a
26	specific action of a governmental entity which affects real
27	property, including action on an application or permit. The term
28	does not include inaction or action to enforce compliance with
29	uniform laws enacted or regulations adopted to protect the
30	public health and safety, such as building codes, fire codes, or
31	health codes. In addition, the term does not include action or
32	inaction involving the building, expansion, or maintenance of
33	public facilities.
