14 On page 39, between lines 25 and 26,

16 insert:
17 Section 27. Subsection (3) of section 338.155, Florida
18 Statutes, is amended to read:
19 338.155 Payment of toll on toll facilities required;
20 exemptions.--
21 (3)(a) Any handicapped person who has a valid driver's
22 license, who operates a vehicle specially equipped for use by
23 the handicapped, and who is certified by a physician licensed
24 under chapter 458 or chapter 459 or by comparable licensing in
25 another state or by the Adjudication Office of the United
26 States Department of Veterans Affairs or its predecessor as
27 being severely physically disabled and having permanent upper
28 limb mobility or dexterity impairments which substantially
29 impair the person's ability to deposit coins in toll baskets,
30 shall be allowed to pass free through all tollgates and over
31 all toll bridges and ferries in this state. A person who

1 meets the requirements of this subsection shall, upon
2 application, be issued a vehicle window sticker by the
3 Department of Transportation.
4 (b) Each county that has a toll road equipped with
5 SunPass equipment must permit any handicapped person who is
6 allowed to pass free through tollgates under paragraph (a),
7 upon the purchase of a SunPass transponder and issuance of a
8 vehicle window sticker by the Department of Transportation, to
9 pass free through all tollgates in the county using the
10 transponder. Any person who fraudulently obtains a
11 transponder, or who unlawfully uses a transponder that belongs
12 to another person to pass free through a tollgate, commits a
13 misdemeanor of the second degree, punishable as provided in s.
14 775.082 or s. 775.083.

27 permit free access by such persons through toll
28 facilities using the transponder; providing a
29 penalty for the unauthorized use of a
30 transponder;
