14         On page 4, between lines 23 and 24,

16  insert:  
17         Section 3.  Subsection (21) of section 316.003, Florida
18  Statutes, is amended to read:
19         316.003  Definitions.--The following words and phrases,
20  when used in this chapter, shall have the meanings
21  respectively ascribed to them in this section, except where
22  the context otherwise requires:
23         (21)  MOTOR VEHICLE.--Any self-propelled vehicle not
24  operated upon rails or guideway, but not including any
25  bicycle, motorized scooter, electric personal assistive
26  mobility device, or moped, or common wheelchair as defined in
27  49 C.F.R. Part 37.3.
