1 A bill to be entitled
2          An act relating to the work opportunity tax credit;
3    creating s. 220.1893, F.S.; providing for a corporate
4    income tax credit for businesses hiring certain persons
5    under certain circumstances; providing limitation;
6    providing for continuation of the credit absent federal
7    authorization; providing an effective date.

9          Be It Enacted by the Legislature of the State of Florida:
10         
11          Section 1. Section 220.1893, Florida Statutes, is amended
12    to read:
13          220.1893 Work opportunity tax credit.--Pursuant to
14    authorization under provisions of the Job Creation and Worker
15    Assistance Act of 2002, P.L. 107-147, a credit against the tax
16    imposed by this chapter shall be allowed to any business which
17    hires individuals from qualified targeted groups having high
18    unemployment rates or special employment needs. The credit may
19    be claimed by the owner of the business for each year of paying
20    wages to such individuals. For purposes of this section, the
21    qualified targeted group consists of ex-felons who have been
22    released from prison or jail within the last 3 years, persons
23    who are under community control, veterans, recipients of food
24    stamps, recipients of assistance under the Temporary Assistance
25    to Needy Families block grant program, high-risk or summer youth
26    who reside in an empowerment zone, recipients of supplemental
27    security income, and persons who are referred to a vocational
28    rehabilitation program. The maximum credit shall be $2,400 for
29    each new hire, except for 16 or 17 year old summer youth hired
30    from an empowerment zone for which the maximum credit shall be
31    $1,200. If the credit is not reauthorized by the Federal
32    Government, such credit shall continue to be available to such
33    businesses as provided in this section, but only for hiring ex-
34    felons who have been released from prison or jail within the
35    last 3 years or persons who are under community control.
36          Section 2. This act shall take effect upon becoming a law.
