1 A bill to be entitled
2          An act relating to public K-12 education support for
3    learning; creating s. 1006.055, F.S.; requiring each
4    school district to create a comprehensive school guidance
5    program; providing components of the guidance program;
6    requiring Department of Education review of the program
7    plan; providing for an accountability process to measure
8    outcome standards; providing an effective date.

10          Be It Enacted by the Legislature of the State of Florida:
11         
12          Section 1. Section 1006.055, Florida Statutes, is created
13    to read:
14          1006.055 School guidance program.--
15          (1) Each school district shall create a comprehensive
16    school guidance program. The school district’s plan for the
17    comprehensive school guidance program must be submitted annually
18    to the Department of Education for review.
19          (2) The guidance program must include a description of
20    guidance counselor duties and student to guidance counselor
21    ratios. The guidance program must also include the following
22    components:
23          (a) Readiness-to-learn standards relating to self-
24    efficacy, academic skills, classroom and social skills, and
25    career and life goals.
26          (b) Standards for learning in the classroom.
27          (c) Measures of student achievement.
28          (d) Counseling and consultation standards.
29          (3) The guidance program must include:
30          (a) A mission statement and rationale or philosophy of the
31    program.
32          (b) A district-level school guidance advisory committee.
33          (c) Program resources.
34          (d) Procedures for program management and support.
35          (e) Coordination with other school programs.
36          (f) Implementation of a guidance curriculum.
37          (4) The guidance program must include an accountability
38    process to measure outcome standards in the following areas:
39          (a) Academic achievement.
40          (b) Personal and social development.
41          (c) Career development.
42          (d) Community involvement.
43          Section 2. This act shall take effect July 1, 2003.
