plan; providing for an accountability process to measure |

outcome standards; providing an effective date. |

Be It Enacted by the Legislature of the State of Florida: |

|
|

|
Section 1. Section 1006.055, Florida Statutes, is created |
13
|
to read: |

|
1006.055 School guidance program.--
|

|
(1) Each school district shall create a comprehensive |
16
|
school guidance program. The school district’s plan for the |
17
|
comprehensive school guidance program must be submitted annually |
18
|
to the Department of Education for review.
|
19
|
(2) The guidance program must include a description of |
20
|
guidance counselor duties and student to guidance counselor |
21
|
ratios. The guidance program must also include the following |
22
|
components:
|

|
(a) Readiness-to-learn standards relating to self- |
24
|
efficacy, academic skills, classroom and social skills, and |
25
|
career and life goals.
|

|
(b) Standards for learning in the classroom.
|
27
|
(c) Measures of student achievement.
|
28
|
(d) Counseling and consultation standards.
|

|
(3) The guidance program must include:
|

|
(a) A mission statement and rationale or philosophy of the |
31
|
program.
|

|
(b) A district-level school guidance advisory committee.
|

|
(c) Program resources.
|
34
|
(d) Procedures for program management and support.
|

|
(e) Coordination with other school programs.
|

|
(f) Implementation of a guidance curriculum.
|

|
(4) The guidance program must include an accountability |

|
process to measure outcome standards in the following areas:
|

|
(a) Academic achievement.
|
40
|
(b) Personal and social development.
|
41
|
(c) Career development.
|

|
(d) Community involvement.
|

|
Section 2. This act shall take effect July 1, 2003. |
