14 On page 29, lines 1-19, delete those lines

16 and insert: filing and shall be fully earned. A managing
17 general agent that collects a per-policy fee shall remit a
18 minimum of $5 per policy to the Division of Insurance Fraud of
19 the Department of Financial Services, which shall be dedicated
20 to the prevention and detection of motor vehicle insurance
21 fraud, and an additional $5 per policy, 95 percent of which
22 shall be remitted to the Justice Administration Commission,
23 which shall distribute the collected fees to the state
24 attorneys of the 20 judicial circuits for investigating and
25 prosecuting cases of motor vehicle insurance fraud. The state
26 attorneys must adopt an allocation formula that ensures
27 equitable distribution among the 20 circuits which includes,
28 but is not limited to, the population area served. The
29 remaining 5 percent shall be remitted to the Office of
30 Statewide Prosecution for investigating and prosecuting cases
31 of motor vehicle insurance fraud. No later than July 1, 2005,

1 the state attorneys and the Office of Statewide Prosecutor
2 must provide a report to the President of the Senate and the
3 Speaker of the House of Representatives evaluating the
4 effectiveness of the investigation, detection, and prosecution
5 of motor vehicle insurance fraud as it related to the moneys
6 generated by the per-policy fee.
