1 A bill to be entitled
2 An act relating to domestic violence centers;
3 amending ss. 39.903 and 39.905, F.S.; providing
4 for the statewide association under contract
5 with the Department of Children and Family
6 Services to provide technical assistance to
7 certified domestic violence centers; requiring
8 the association to administer and evaluate
9 services provided by those centers; providing
10 for the distribution of funds to certified
11 domestic violence centers according to a
12 formula approved by the department; providing
13 an effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. Subsection (7) of section 39.903, Florida
18 Statutes, is amended to read:
19 39.903 Duties and functions of the department with
20 respect to domestic violence.--
21 (7) The department shall contract with a statewide
22 association whose primary purpose is to represent and provide
23 technical assistance to certified domestic violence centers.
24 This association shall administer and evaluate all services
25 provided by the certified domestic violence centers receive 2
26 percent of the Domestic Violence Trust Fund for this purpose.
27 In distributing funds allocated by the Legislature for
28 certified domestic violence centers, the association shall use
29 a formula approved by the department as specified in s.
30 39.905(7)(a).

1 Section 2. Paragraph (a) of subsection (7) of section
2 39.905, Florida Statutes, is amended to read:
3 39.905 Domestic violence centers.--
4 (7)(a) All funds collected and appropriated to the
5 domestic violence program for certified domestic violence
6 centers shall be distributed annually by the department to
7 each district according to an allocation formula approved
8 determined by the department. In developing the formula, the
9 factors of department shall consider population, the a rural
10 characteristics and geographical area factor, and the
11 incidence of domestic violence shall be considered.
12 Section 3. This act shall take effect January 1, 2004.

15 SENATE SUMMARY
16 Requires a statewide association to provide technical
assistance to certified domestic violence centers under a
17 contract with the Department of Children and Family
Services. Requires the association to distribute funds to
18 certified domestic violence centers according to a
