1 A bill to be entitled
2 An act relating to the Food Safety Advisory
3 Council; creating s. 500.033, F.S.; creating
4 the Food Safety Advisory Council within the
5 Department of Agriculture and Consumer
6 Services; providing the purpose of the council;
7 providing for appointment of members by the
8 Commissioner of Agriculture; requiring the
9 council to make periodic reports to the
10 department; providing an appropriation;
11 providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Section 500.033, Florida Statutes, is
16 created to read:
17 500.033 Food Safety Advisory Council.--There is
18 created the Food Safety Advisory Council within the Department
19 of Agriculture and Consumer Services for the purpose of
20 serving as a forum for presenting, investigating, and
21 evaluating issues of current importance to the assurance of a
22 safe food supply to the people of this state. The Food Safety
23 Advisory Council shall consist of, but not be limited to,
24 members representing the production, processing, distribution,
25 and sale of foods; consumers or members of citizens groups;
26 scientists or other experts in aspects of food safety from
27 state universities; representatives from local, state, and
28 federal agencies that are charged with responsibilities for
29 food safety; and the chairpersons of the Agriculture
30 Committees of the Senate and the House of Representatives or
31 their designees. The Commissioner of Agriculture shall appoint

1 the members. The council shall make periodic reports to the
2 department concerning findings and recommendations in the area
3 of food safety.
4 Section 2. The sum of $5,000 is appropriated from the
5 Contracts and Grants Trust Fund within the Department of
6 Agriculture and Consumer Services and the sum of $5,000 is
7 appropriated from the General Inspection Trust Fund within the
8 department for the purpose of paying the expenses associated
9 with the activities of the Food Safety Advisory Council during
10 the 2003-2004 fiscal year.
11 Section 3. This act shall take effect July 1, 2003.

14 SENATE SUMMARY
15 Creates the Food Safety Advisory Council within the
Department of Agriculture and Consumer Services to serve
16 as a forum for issues concerning the assurance of a safe
food supply. Requires the Commissioner of Agriculture to
17 appoint members to the council. Requires that the council
make periodic reports to the department.
