15	Between line(s) 454 and 456, and insert:
16	Section 10. Subsection (1) of section 373.2295, Florida
17	Statutes, is amended and subsection (14) is added to said
18	section to read:
19	373.2295 Interdistrict transfers of groundwater.--
20	(1) As used in this section, the term"interdistrict
21	transfer and use" means a consumptive water use thatwhich
22	involves the withdrawal of groundwater from a point within one
23	water management district for use outside the boundaries of that
24	district, but does not include a withdrawal and use within the
25	same county.
26	(14) In case of withdrawal of groundwater from a point
27	within one water management district for use outside the
28	boundaries of that district but within the same county, the
29	provisions of subsections (4), (11), and (13) shall apply, and
30	the district considering a permit application for such a
31	consumptive use shall apply the applicable provisions of this
32	chapter, and its rules to the withdrawal and use.
33	Section 11. Any agreements between water management
34	districts entered into before the effective date of this act
35	pursuant to s. 373.046, Florida Statutes, authorizing the
36	issuance of permits for the interdistrict withdrawal and use of
37	water within a county are validated and shall continue in effect
38	until otherwise rescinded.

44	term “interdistrict transfer and use” to exclude transfers
45	of water within a single county; providing for criteria
46	for the issuance of permits for transfer of water from one
47	water management district to another within a single
48	county; validating and providing continued effect of
49	agreements between water management districts which were
50	entered into before the effective date of the act;
51	providing an effective date.
