13 Senate Amendment (with title amendment)
14 On page 6, between lines 8 and 9,

16 insert:
17 Section 5. Section 4 of this act shall not apply to or
18 affect any vested rights recognized by any court order or
19 judgment in any litigation commenced before the effective date
20 of this section, and any such vested right so recognized may
21 not be subsequently altered without the consent of the
22 affected parcel owner or owners.
