13          Amendment to Amendment (483919)
14          Remove line(s) 4130-4178, and insert:
15          (2) SALARY CAREER LADDER FOR CLASSROOM TEACHERS.--
16          Beginning with the 2004-2005 academic year, each district school
17    board shall use its share of the BEST Florida Teaching
18    categorical to fund a salary career ladder for classroom
19    teachers, with the highest salary level based on outstanding
20    performance and assignment of additional duties. Performance
21    shall be defined as designated in s. 1012.34(3)(a)1.-7. and
22    shall also include local assessments as required by s.
23    1008.22(7) to determine student learning gains in grades and
24    classes not measured by the FCAT. District school boards shall
25    designate categories of classroom teachers reflecting these
26    salary career levels as follows:
27          (a) Associate Teacher.--Classroom teachers who have not
28    yet fully validated all essential teaching competencies,
29    including the educator-accomplished practices as established in
30    State Board of Education rule, and who have not qualified
31    through reciprocal certification options identified in s.
32    1012.56(4).
33          (b) Career Teacher.--Classroom teachers who have fully
34    validated all essential teaching competencies, including the
35    educator-accomplished practices as established in State Board of
36    Education rule, or who have qualified through reciprocal
37    certification options identified in s. 1012.56(4).
38          (c) Lead Teacher.--The highest performing classroom
39    teachers in the school district, after mentor teachers, who have
40    demonstrated outstanding performance as evidenced by improved
41    student achievement and who are responsible for leading others
42    in the school as department chair, lead teacher, grade-level
43    leader, intern coordinator, or professional development
44    coordinator. Lead teachers must participate on a regular basis
45    in the direct instruction of students and serve as faculty for
46    professional development activities as determined by the State
47    Board of Education.
48          (d) Mentor Teacher.--The highest performing classroom
49    teachers in the school district who have demonstrated sustained
50    outstanding performance as evidenced by improved student
51    achievement and other factors as defined by the State Board of
52    Education and who serve as regular mentors to other teachers who
53    are either not performing satisfactorily or who strive to become
54    more proficient. Mentor teachers must serve as faculty-based
55    professional development coordinators and regularly demonstrate
56    and share their expertise with other teachers in order to remain
57    mentor teachers. Mentor teachers must also participate on a
58    regular basis in the direct instruction of students.
