1 A bill to be entitled
2          An act relating to the Uninsured Task Force; providing a
3    legislative finding; creating the Uninsured Task Force;
4    providing for membership; providing purposes and duties;
5    requiring a report; providing an effective date.

7          Be It Enacted by the Legislature of the State of Florida:
8         
9          Section 1. (1) The Legislature finds that many of our
10    state's hospitals are incurring millions of dollars in costs for
11    treating uninsured persons.
12          (2)(a) The Uninsured Task Force is established for the
13    purpose of investigating how to reduce the cost of treating
14    uninsured persons.
15          (b) The task force shall be comprised of one
16    representative each from:
17          1. The Orange County Medical Society.
18          2. The Florida Academy of Family Practitioners.
19          3. A faith-based health care provider.
20          4. A progress health maintenance organization.
21          5. The Central Florida Partnership on Health Disparities.
22          6. The Department of Health.
23          7. The Association of Community Health Centers.
24          Hospital.
25          8. The Florida Chamber of Commerce.
26          9. The Emergency Management Service Organization.
27          10. Enterprise Florida, Inc.
28          11. The Florida Hospital Association.

30          The task force shall also include the Chief Financial Officer
31    for the Broward County Hospital and the Deputy Director of
32    Orange County.
33          (c) The task force shall develop innovative solutions for
34    treating the uninsured, reducing the caseloads in the emergency
35    rooms of our hospitals, and streamlining the resources,
36    treatment centers, community health centers, county health
37    clinics, and other health care facilities that treat uninsured
38    persons.
39          (3) The task force shall select a chair and shall meet at
40    the call of the chair but at least once each month. Members of
41    the task force shall serve without compensation but shall be
42    entitled to reimbursement for travel and per diem expenses as
43    provided in s. 112.061, Florida Statutes.
44          (4) The task force shall develop solutions, make
45    recommendations, and report to the President of the Senate and
46    the Speaker of the House of Representatives at the beginning of
47    the 2004 Regular Session.
48          Section 2. This act shall take effect upon becoming a law.
