1 A bill to be entitled
2          An act relating to Alachua County; amending chapter 98-
3    502, Laws of Florida; increasing the Alachua County
4    Library District Governing Board from five to six members
5    to add a School Board of Alachua County member; providing
6    severability; providing an effective date.

8          Be It Enacted by the Legislature of the State of Florida:
9         
10          Section 1. Section 2 of chapter 98-502, Laws of Florida,
11    is amended to read:
12          Section 2. Alachua County Library District; establishment;
13    boundaries; governing board.--
14          (1) ESTABLISHMENT.--There is hereby created the Alachua
15    County Library District, which is an independent special taxing
16    district created for the purpose of providing the only library
17    system services and facilities for all citizens of Alachua
18    County, excluding the school library system, pursuant to this
19    act.
20          (2) BOUNDARIES.--The Alachua County Library District shall
21    be composed of all areas of Alachua County, Florida.
22          (3) GOVERNING BOARD.--The Governing Board of the Alachua
23    County Library District, hereinafter referred to as the
24    “governing board,” shall be composed of three members of the
25    Board of County Commissioners of Alachua County, to be selected
26    by the board, andtwo members of the Gainesville City
27    Commission, to be selected by the commission, and one member of
28    the School Board of Alachua County to be selected by the school
29    board,who, when acting together as the governing board, shall
30    sit not as county or city commissioners or school board members,
31    but as members of the governing board of the district.
32          Section 2. If any provision of this act or its application
33    to any person or circumstance is held invalid, such invalidity
34    shall not affect other provisions or applications of the act
35    than can be given affect without the invalid provision of
36    application, and to this end the provisions of this act are
37    declared severable.
38          Section 3. This act shall take effect upon becoming a law.
