1 A bill to be entitled
2          An act relating to enterprise zones; authorizing certain
3    counties to apply to the Office of Tourism, Trade, and
4    Economic Development to amend existing enterprise zones
5    under specified conditions and in accordance with certain
6    criteria; providing an effective date.

8          Be It Enacted by the Legislature of the State of Florida:
9         
10          Section 1. Notwithstanding any provision of s. 290.0055,
11    Florida Statutes, regarding the size of an enterprise zone, a
12    county as defined in s. 125.011(1), Florida Statutes, may apply
13    to the Office of Tourism, Trade, and Economic Development before
14    October 1, 2003, to amend the boundary lines of its existing
15    enterprise zone in order to add an area not exceeding 5 square
16    miles. The area proposed for addition to the enterprise zone
17    under this section must be contiguous to a portion of the
18    existing enterprise zone and must be part of a revitalization
19    area that has been targeted for assistance by the county. The
20    area proposed for addition to the enterprise zone also must
21    contain a zoo and the county must have previously completed a
22    master plan for development of the area. The Office of Tourism,
23    Trade, and Economic Development shall approve an amendment to
24    the enterprise zone boundary lines, effective January 1, 2004,
25    provided that the area proposed for addition to the enterprise
26    zone is consistent with the criteria and conditions imposed by
27    s. 290.0055, Florida Statutes, for the establishment of
28    enterprise zones, including the requirement that the area suffer
29    from pervasive poverty, unemployment, and general distress.
30          Section 2. This act shall take effect July 1, 2003.
