1 House Memorial
2         A memorial to the Congress of the United States, urging
3   Congress to enact legislation to revise the Social
4   Security Act to provide for the collection of retroactive
5   child support payments and reimbursement for attorney fees
6   for parents or government agencies attempting to collect
7   such child support payments.

9         WHEREAS, the collection of past-due child support payments
10   from deadbeat parents is an expensive, time-consuming, and
11   difficult process, and
12         WHEREAS, many deadbeat parents receive payments under the
13   Social Security Act, 42 U.S.C. ss. 651 et seq., and
14         WHEREAS, payments for past-due child support and for
15   attorney fees for the collection of past-due child support to
16   parents or government agencies should be deducted from social
17   security payments before social security payments are made, and
18         WHEREAS, the Social Security Act should be amended to
19   permit the deduction of funds for the payment of past-due child
20   support and reimbursement for attorney fees for the collection
21   of past-due child support to parents or government agencies
22   prior to the payment of social security funds to recipients, and
23         WHEREAS, the Congress of the United States would be doing a
24   great service to many dependent children in this country by
25   revising the Social Security Act to provide for the payment of
26   past-due child support and reimbursement for attorney fees for
27   the collection of past-due child support to parents or
28   government agencies out of social security funds, NOW,
29   THEREFORE,

31         Be It Resolved by the Legislature of the State of Florida:
32         
33         That the Congress of the United States is requested to
34   revise the Social Security Act to authorize the payment of past-
35   due child support payments and reimbursement of attorney fees to
36   parents or government agencies for the collection of past-due
37   child support from funds payable under the Social Security Act
38   prior to payment of such funds to social security recipients.
39         BE IT FURTHER RESOLVED that copies of this memorial be
40   dispatched to the President of the United States, to the
41   President of the United States Senate, to the Speaker of the
42   United States House of Representatives, and to each member of
43   the Florida delegation to the United States Congress.
