6          The Committee on Future of Florida's Families recommends the
7    following:

9          Committee Substitute
10          Remove the entire bill and insert:
11 House Memorial
12          A memorial to the Congress of the United States, urging
13    Congress to explore the feasibility of accessing pension
14    plans and retirement funds, both public and private, for
15    the purpose of collecting child support payments and
16    related costs and fees from moneys that would ordinarily
17    be payable only upon retirement.
18         
19          WHEREAS, the collection of child support from deadbeat
20    parents is an expensive, time-consuming, and difficult process,
21    and
22          WHEREAS, past and current income from pensions plans and
23    other retirement funds is considered income for purposes of
24    child support, and
25          WHEREAS, the state has the authority to use income
26    deduction orders to access this income, and
27          WHEREAS, many deadbeat parents are eligible to receive
28    income from pension plans and retirement funds, both public and
29    private, upon retirement, and
30          WHEREAS, income from moneys payable only upon retirement is
31    not currently accessible for the purpose of child support
32    payments and related costs and fees, and
33          WHEREAS, the Congress of the United States would be doing a
34    great service to many dependent children in this country by
35    determining the feasibility of accessing pension plans and
36    retirement funds, both public and private, for the purpose of
37    collecting child support payments and related costs and fees
38    from moneys that would ordinarily be payable only upon
39    retirement. NOW, THEREFORE,

41          Be It Resolved by the Legislature of the State of Florida:
42         
43          That the Congress of the United States is requested to
44    determine the feasibility of accessing pension plans and
45    retirement funds, both public and private, for the purpose of
46    collecting child support obligations, to include all fees and
47    costs associated with such collections, from moneys that would
48    ordinarily be payable only upon retirement.
49          BE IT FURTHER RESOLVED that copies of this memorial be
50    dispatched to the President of the United States, the President
51    of the United States Senate, the Speaker of the United States
52    House of Representatives, and each member of the Florida
53    delegation to the United States Congress.
