1 A bill to be entitled
2          An act relating to public access to records relating to
3    aquifer storage and recovery wells and other underground
4    injection control programs; creating s. 403.0879, F.S.;
5    requiring semiannual reports by the Department of
6    Environmental Protection regarding aquifer storage and
7    recovery wells and other underground injection control
8    programs; providing requirements for the report; providing
9    an effective date.

11          Be It Enacted by the Legislature of the State of Florida:
12         
13          Section 1. Section 403.0879, Florida Statutes, is created
14    to read:
15          403.0879 Reports on aquifer storage and recovery wells and
16    other underground injection control programs.--The department
17    shall publish on its public website, no later than 60 days
18    following the end of the 6th and 12th month of each calendar
19    year, a report containing cumulative statistics on the usage of
20    Florida’s aquifers for the state’s aquifer storage and recovery
21    wells and other underground injection control programs. Such
22    report shall include, at a minimum:
23          (1) The number of wells permitted, by type.
24          (2) The permit numbers for all permitted wells, the
25    applicant or operator, the date of application, and the date of
26    issuance for each permit.
27          (3) The injection zone, depth, and permitted flow rate for
28    each permitted well.
29          (4) The location, including county, of every such well,
30    and statistics attesting to the verified recovery rate in the
31    case of aquifer storage and recovery wells.
32          (5) The classification of treatment such water received
33    prior to injection, the source of such injected water, the
34    amount of injected water, and the amount of water recovered
35    during each operational cycle.

37          The requirements of this section shall include information on
38    all injection wells as defined in subsection 62-528.200(37),
39    F.A.C., that are used to inject any amount of water. Included in
40    this definition are test injection wells as defined in
41    subsection 62-528.200(58), F.A.C., that are used to inject any
42    amount of water.
43          Section 2. This act shall take effect July 1, 2003.
