14         On page 2, line 21, delete that line

16  and insert:  
17         Section 1.  Notwithstanding the provisions of section
18  1006.37, Florida Statutes, the Department of Education may
19  conduct a pilot program to enable selected school districts to
20  realize cost savings without loss of quality or availability
21  for individual students in the purchase of used instructional
22  materials. The school districts of Hernando County, Pasco
23  County, and Polk County may participate in the pilot program.
24  Charter schools in such school districts shall be eligible to
25  participate in the pilot program. When a secondhand book
26  dealer or other third-party book vendor provides used adopted
27  instructional materials to a school district, the dealer or
28  vendor must certify the availability of the used instructional
29  materials, provide the International Standard Book Number of
30  each of the used instructional materials, and certify that
31  such materials are not samples or first printings, are the

The state is not responsible for financial 4 loss caused by the school district's deviating from the 5 requirements of section 1006.37, Florida Statutes. The Council 6 for Education Policy Research and Improvement shall submit to 7 the President of the Senate and the Speaker of the House of 8 Representatives for consideration during the 2004 Regular 9 Session a report of the cost savings to school districts based 10 on results of the pilot program. This section is repealed July 11 1, 2006. 12 Section 2.
