Section 97. Section 110.1315, Florida Statutes, is amended |

to read: |

110.1315 Alternative benefits; other-personal-services |

|
employees.--The State Board of Administration, by no later than |
20
|
March 1, 2004, shallUpon review and recommendation of the |
21
|
department and approval of the Governor, the department may |
22
|
contract for the implementation of an alternative retirement |
23
|
income security program for alleligible temporary and seasonal |
24
|
employees of the state, excluding state university employees, |
25
|
who are compensated from appropriations for other personal |
26
|
services. The contract shallmayprovide for a private vendor or |
27
|
vendors to administer the program under a defined-contribution |
28
|
plan under ss. 401(a) and 403(b) or s. 457 of the Internal |
29
|
Revenue Code, and the program must provide retirement benefits |
30
|
as required under s. 3121(b)(7)(F) of the Internal Revenue Code. |

|
The State Board of Administration shalldepartment maydevelop a |
32
|
request for proposals and solicit qualified vendors to compete |
33
|
for the award of the contract. A vendor shall be selected on the |
34
|
basis of the plan that best serves the interest of the |
35
|
participating employees and the state. The proposal must comply |
36
|
with all necessary federal and state laws and rules. |
