1 A bill to be entitled
2          An act relating to specialty license plates; amending ss.
3    320.08056, 320.08058, F.S.; creating a Live the Dream
4    license plate; providing for the distribution of annual
5    use fees received from the sale of such plates; providing
6    an effective date.

8          Be It Enacted by the Legislature of the State of Florida:
9         
10          Section 1. Paragraph (mm) is added to subsection (4) of
11    section 320.08056, Florida Statutes, to read:
12          320.08056 Specialty license plates.--
13          (4) The following license plate annual use fees shall be
14    collected for the appropriate specialty license plates:
15          (mm) Live the Dream license plate, $25.
16          Section 2. Subsection (39) is added to section 320.08058,
17    Florida Statutes, to read:
18          320.08058 Specialty license plates.--
19          (39) LIVE THE DREAM LICENSE PLATES.--
20          (a) The department shall develop a Live the Dream license
21    plate as provided in this section. The word "Florida" must
22    appear at the top of the plate, and the words "Live the Dream"
23    must appear at the bottom of the plate.
24          (b) The annual use fees shall be distributed to the Dream
25    Foundation, Inc., which may use up to 25 percent of the proceeds
26    to market the organization's concept and the license plate. The
27    remaining funds shall be used to provide:
28          1. Education and awareness programs for dental health
29    awareness;
30          2. Procurement and distribution of inexpensive or free
31    access to medical and dental products and services for
32    underprivileged persons;
33          3. Improved access to affordable dental and medical
34    treatment for underprivileged persons;
35          4. Need-based scholarships for Florida students to attend
36    a Florida dental school; and
37          5. Grants to develop dental clinics that provide
38    affordable or free dental services to underprivileged persons in
39    areas where adequate dental treatment is unavailable.
40          Section 3. This act shall take effect July 1, 2003.
