Be It Enacted by the Legislature of the State of Florida: |
19
|
|

|
Section 1. Paragraph (mm) is added to subsection (4) of |
21
|
section 320.08056, Florida Statutes, to read: |
22
|
320.08056 Specialty license plates.-- |
23
|
(4) The following license plate annual use fees shall be |
24
|
collected for the appropriate specialty license plates: |
25
|
(mm) Live the Dream license plate, $25. |

|
Section 2. Subsection (39) is added to section 320.08058, |

|
Florida Statutes, to read: |

320.08058 Specialty license plates.-- |

|
(39) LIVE THE DREAM LICENSE PLATES.-- |
30
|
(a) The department shall develop a Live the Dream license |
31
|
plate as provided in this section. The word "Florida" must |
32
|
appear at the top of the plate, and the words "Live the Dream" |
33
|
must appear at the bottom of the plate. |

|
(b) The annual use fees shall be distributed to the Dream |
35
|
Foundation, Inc., which may use up to 25 percent of the proceeds |
36
|
to market the organization's concept and the license plate. The |
37
|
remaining funds shall be used in the following manner:
|

|
1. Thirty percent shall be distributed as grants to dental |
39
|
clinics that provide affordable or free dental services to |
40
|
underprivileged persons in areas where adequate dental treatment |
41
|
is unavailable.
|

|
2. Twenty percent shall be distributed to pay the cost of |
43
|
obtaining and distributing dental and medical products to the |
44
|
underprivileged.
|
45
|
3. Fifteen percent shall be distributed for educational |
46
|
and awareness programs for dental health. |
47
|
4. Five percent shall be distributed as scholarships to |
48
|
needy young adults to attend a Florida dental school.
|
49
|
5. Five percent shall be expended by the Dream Foundation |
50
|
for administrative costs directly associated with the |
51
|
foundation's operations as they relate to the programs described |
52
|
in this paragraph. |

(c) A Dream Foundation Dental Advisory Board of six |
54
|
members shall be established to include, but not be limited to, |
55
|
the following members: a representative of the Department of |
56
|
Health, a representative of the Florida Dental Association, and |
57
|
a representative of the Florida Dental Health Foundation. The |
58
|
board shall review and approve the distribution of funds |
59
|
pursuant to subparagraphs (b)1.-4. |
60
|
Section 3. This act shall take effect July 1, 2003. |
