15          Page 2, line 28 through page 3, line 19, remove all of said
16    lines, and insert:

18          seven-member task force that includes representatives from two
19    state universities and one private college or university located
20    within this state which currently offer a 4-year deaf education
21    or sign language interpretation program as a part of their
22    respective curricula, two representatives from the Florida
23    American Sign Language Teachers' Association (FASLTA), and two
24    representatives from community colleges located within this
25    state which have established Interpreter Training Programs
26    (ITPs). This task force shall develop and submit to the
27    Commissioner of Education a report that contains the most up-to-
28    date information about American Sign Language (ASL) and
29    guidelines for developing and maintaining ASL courses as a part
30    of the curriculum. This information must be made available to
31    any administrator of a public or an independent school upon
32    request of the administrator.
33          (b) By January 1, 2005, the State Board of Education shall
34    adopt rules establishing licensing/certification standards to be
35    applied to teachers who teach ASL as part of a school
36    curriculum. In developing the rules, the state board shall
37    consult with the task force established under paragraph (a).
38          (c) An ASL teacher must be certified by the Department of
39    Education by January 1, 2008, and must obtain current
40    certification through the Florida American Sign Language
41    Teachers' Association (FASLTA) by January 1, 2006. New FASLTA
42    certification may be used by current ASL teachers as an
43    alternative certification track.
