1	A bill to be entitled
2	An act relating to trust funds; creating the Digital
3	Divide Trust Fund in the State Technology Office;
4	providing for sources of moneys and purposes; providing
5	for administration of the fund; providing for future
6	review and termination or re-creation of the trust fund;
7	providing an effective date.

9	Be It Enacted by the Legislature of the State of Florida:

11	Section 1.(1) The Digital Divide Trust Fund is created
12	in the State Technology Office for the purpose of receiving and
13	disbursing funds required to pay part or all of the costs of
14	facilitating design and implementation of one or more programs
15	using information technology to educate and train members of
16	economically disadvantaged families to become qualified to
17	compete effectively for high-skill, high-wage employment
18	opportunities in this state. The trust fund shall be
19	administered by the Digital Divide Council in the State
20	Technology Office.
21	(2) The Digital Divide Trust Fund may receive funding
22	lawfully made from other sources, including, but not limited to,
23	appropriations from the state and gifts, donations, and matching
24	contributions from other public agencies and private persons and
25	entities.
26	Section 2.Pursuant to the provisions of s. 19(f)(2), Art.
27	III of the State Constitution, the Digital Divide Trust Fund is
28	terminated July 1, 2007, unless terminated sooner. Before its
29	scheduled termination, the trust fund shall be reviewed pursuant
30	to s. 215.3206(1) and (2), Florida Statutes.
31	Section 3. This act shall take effect July 1, 2003.
