15          Remove line(s) 267-278, and insert:
16          Section 7. Given the importance of the mission of the
17    Department of State and Community Affairs, it is the intent of
18    the Legislature that departmental programs, functions, and
19    activities continue without change during the department’s
20    transitional period of the 2003-04 fiscal year. It is also the
21    intent of the Legislature that proposed changes to programs,
22    functions, and activities be reviewed by the 2004 Legislature,
23    and approved by statutory amendment, if necessary. To this end,
24    no changes in the Department of State and Community Affairs
25    programs shall be made prior to July 1, 2004. All department
26    programs shall be implemented in accord with current law, and no
27    changes in department rules shall be made until July 1, 2004,
28    except as is required to reflect changes in or for compliance
29    with new federal or state laws. This limitation on rule adoption
30    shall not apply to rules regarding the Florida Building Code
31    adopted under the authority of chapter 553, those to implement
32    the Community Development Block Grant Program and the Community
33    Services Block Grant Program, technical changes to rules, and
34    those rules for which a notice of proposed rulemaking has been
35    published as of June 30, 2003.
