1 A bill to be entitled
2 An act relating to specialty license plates;
3 amending ss. 320.08056, 320.08058, F.S.;
4 renaming the Challenger license plate as the
5 Challenger/Columbia license plate; providing an
6 effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Paragraph (b) of subsection (4) of section
11 320.08056, Florida Statutes, is amended to read:
12 320.08056 Specialty license plates.--
13 (4) The following license plate annual use fees shall
14 be collected for the appropriate specialty license plates:
15 (b) Challenger/Columbia Challenger license plate, $25,
16 except that a person that purchases 1,000 or more of such
17 Challenger license plates shall pay an annual use fee of $15
18 per plate.
19 Section 2. Paragraphs (a) and (b) of subsection (2) of
20 section 320.08058, Florida Statutes, are amended to read:
21 320.08058 Specialty license plates.--
22 (2) CHALLENGER/COLUMBIA CHALLENGER LICENSE PLATES.--
23 (a) The department shall develop a Challenger/Columbia
24 Challenger license plate to commemorate the seven astronauts
25 who died when the space shuttle Challenger exploded on liftoff
26 in 1986 and the seven astronauts who died when the Columbia
27 exploded on reentry in 2003. The word "Florida" shall appear
28 at the top of the plate, and the words "Challenger/Columbia"
29 word "Challenger" must appear at the bottom of the plate, both
30 words in small letters.

1 (b) Fifty percent of the Challenger/Columbia
2 Challenger license plate annual use fee must be distributed to
3 the Astronauts Memorial Foundation, Inc., to support the
4 operations of the Center for Space Education and the Education
5 Technology Institute. Funds received by the Astronauts
6 Memorial Foundation, Inc., may be used for administrative
7 costs directly associated with the operation of the center and
8 the institute. These funds must be used for the maintenance
9 and support of the operations of the Center for Space
10 Education and the Education Technology Institute operated by
11 the Astronauts Memorial Foundation, Inc. These operations must
12 include preservice and inservice training in the use of
13 technology for the state's instructional personnel in a manner
14 consistent with state training programs and approved by the
15 Department of Education. Up to 20 percent of funds received
16 by the Center for Space Education and the Education Technology
17 Institute may be expended for administrative costs directly
18 associated with the operation of the center and the institute.
19 Section 3. This act shall take effect July 1, 2003.
