14 On page 2424, between lines 2 and 3,

16 insert:
17 Section 1978. Section 17.0416, Florida Statutes, is
18 created to read:
19 17.0416 Authority to provide services on a fee
20 basis.--
21 (1) The Chief Financial Officer, through the
22 department, may provide accounting and payroll services on a
23 fee basis under contract with eligible entities, including
24 state universities, community colleges, units of local
25 government, constitutional officers, and any other persons who
26 have received property, funds, or moneys of the state.
27 (2) The department may adopt rules to administer this
28 section.
