15	Between lines 772 and 773, insert:

17	Section 21. Effective 2 years after the effective date of
18	this act, each insurer issuing policies of medical malpractice
19	insurance in this state shall reduce the rates for policies
20	issued to hospitals by at least 25 percent of the rate in effect
21	for hospitals on the effective date of this act and for policies
22	issued to persons licensed under chapter 458 or chapter 459,
23	Florida Statutes, by at least 30 percent of the rate in effect
24	for such persons on the effective date of this act, unless such
25	reduction would result in rates that are inadequate for the
26	insurer to cover projected claims. Further, prior to the
27	reduction required by this section, the rates of all such
28	policies may not be increased to any rate higher than the rate
29	in effect on March 17, 2003.
