  1                      A bill to be entitled

  2         An act relating to optometry; requiring the

  3         Division of Medical Quality Assurance of the

  4         Department of Health to conduct a study of

  5         clinical and academic training requirements of

  6         certified optometric practitioners; providing

  7         for appointment of members; requiring a report

  8         to be submitted to the Governor and

  9         Legislature; providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12  

13         Section 1.  (1)  The Division of Medical Quality

14  Assurance of the Department of Health shall conduct a study of

15  clinical and academic training requirements of certified

16  optometric practitioners, licensed pursuant to chapter 463,

17  Florida Statutes, to determine the extent to which prescribing

18  authority may be expanded. The study group shall be composed

19  of the following members:

20         (a)  One pharmacologist representing the University of

21  Florida;

22         (b)  One pharmacologist representing Nova Southeastern

23  University;

24         (c)  One pharmacologist representing Florida

25  Agricultural and Mechanical University;

26         (d)  One ophthalmologist representing Mayo Clinic

27  Jacksonville;

28         (e)  One ophthalmologist representing Bascom Palmer Eye

29  Institute;

30         (f)  One board-certified internist appointed by the

31  University of South Florida;

 1         (g)  One optometrist representing the Florida Board of

 2  Optometry;

 3         (h)  One certified optometric practitioner representing

 4  the Florida Optometric Association; and

 5         (i)  One certified optometric practitioner appointed by

 6  the Nova Southeastern University College of Optometry.

 7         (2)  The study group shall be chaired by the Secretary

 8  of Health or his or her designee. The study shall be completed

 9  and a final report presented to the Governor, the President of

10  the Senate, and the Speaker of the House of Representatives by

11  January 15, 2004. If applicable, a minority report shall be

12  completed and presented to the Governor, the President of the

13  Senate, and the Speaker of the House of Representatives by

14  January 31, 2004.

15         Section 2.  This act shall take effect upon becoming a

16  law.

18          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
19                         Senate Bill 1714

20                                 

21  The Committee Substitute requires the Division of Medical
    Quality Assurance of the Department of Health to conduct a
22  study of clinical and academic training requirements of
    certified optometric practitioners, licensed pursuant to
23  chapter 463, Florida Statutes, to determine the extent to
    which prescribing authority may be expanded. The composition
24  of the study group to conduct the study is specified. The
    study must be completed and a final report presented to the
25  Governor, President of the Senate, and Speaker of the House of
    Representatives no later than January 15, 2004. If applicable,
26  a minority report shall be completed and presented to same by
    January 31, 2004.
