1 A bill to be entitled
2 An act relating to the Central Florida Regional
3 Transportation Authority; amending s. 343.63,
4 F.S.; revising membership of the governing
5 board of the authority; providing an effective
6 date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Subsections (2) and (3) of section 343.63,
11 Florida Statutes, are amended to read:
12 343.63 Central Florida Regional Transportation
13 Authority.--
14 (2) The governing board of the authority shall consist
15 of seven 11 voting members, and 1 nonvoting member as follows:
16 (a) The chair of the county commissions of Seminole,
17 Orange, and Osceola Counties shall each serve, ex officio, for
18 the term of their respective chairs elect a commissioner as
19 that commission' s representative on the board. The
20 commissioner must be a member of the county commission when
21 elected and for the full extent of his or her term. The terms
22 of the county commissioners on the governing board of the
23 authority shall be 2 years.
24 (b) One member shall be mayor of a municipality within
25 Seminole, Orange, or Osceola County representing the largest
26 municipal contributor and shall serve a term concurrent with
27 the term of the appointing Governor.
28 (c)(b) The Governor shall appoint three members to the
29 board pursuant to local government funding as determined by
30 the sum of contributions for the respective local government
31 for 4 years preceding the appointment as follows:

1 1. Two members shall be appointed to serve a term
2 concurrent with the term of the appointing Governor and shall
3 be appointed from the local government making the largest
4 contribution. However, if the sum of the contributions of the
5 remaining local governments, excluding the contributions of
6 the largest local government contributor, are at least 50
7 percent of the authority's total local funding contribution,
8 one appointment shall be made from the local government making
9 the second largest contribution. The mayor or chair of the
10 county commission representing the respective local
11 governments entitled to a gubernatorial appointment shall
12 provide a list of three nominees to the Governor for each
13 appointment to the board. The Governor shall appoint one
14 member from each list mayors of the cities of Altamonte
15 Springs, Orlando, and Kissimmee, or a member of each city
16 commission designated by each mayor, shall serve a term of 2
17 years on the board.
18 2. One member shall be a resident of either of the two
19 remaining counties other than the county meeting the
20 qualifications of subparagraph 1. The chairs of the two
21 remaining county commissions of such counties shall each
22 provide the Governor with a list of three nominees and the
23 Governor shall appoint one member from such list of nominees.
24 (d)(c) The terms of the current governing board
25 members shall terminate on June 1, 2003, at which time the
26 terms of the members designated pursuant to paragraphs (b) and
27 (c) shall commence. The Governor shall make appointments to
28 the board within 30 days after receipt of the nominations
29 pursuant to paragraph (c), for a term beginning June 1, 2003,
30 or as soon thereafter as practical appoint five members to the
31 board. Two of the members shall be residents of Orange County,

1 one member shall be a resident of Seminole County, one member
2 shall be a resident of Osceola County, and one member shall be
3 a resident of the City of Orlando. All five members shall
4 serve a term of 4 years.
5 (d) The Secretary of Transportation shall appoint the
6 district secretary, or his or her designee, for the district
7 within which the area served by the authority is located and
8 this member shall be a nonvoting member.
9 (3) A vacancy during a term shall be filled by the
10 respective appointing authority in the same manner as the
11 original appointment and only for the balance of the unexpired
12 term.
13 Section 2. This act shall take effect upon becoming a
14 law.
