1	A bill to be entitled
2	An act relating to school districts; requiring the
3	Department of Education to implement a mandate reduction
4	program; providing for school districts that meet certain
5	goals established by the department to be granted an
6	exemption from state-mandated requirements identified by
7	the department and approved by the Legislature; requiring
8	the department to adopt rules; providing an effective
9	date.

11	Be It Enacted by the Legislature of the State of Florida:

13	Section 1. The Department of Education shall develop and
14	implement a mandate reduction program for school districts that
15	meet designated goals and criteria established by the department
16	concerning cost savings and fiscal responsibility. With prior
17	approval of the Legislature, if a school district meets the
18	designated goals and criteria established by the department, the
19	school district shall be granted an exemption from state-
20	mandated requirements identified by the department. The
21	Department of Education shall adopt rules to administer this
22	section.
23	Section 2. This act shall take effect July 1, 2003.
