1	A bill to be entitled
2	An act relating to trust funds; creating s. 20.2101, F.S.;
3	creating the State Law Enforcement Officer Recruitment and
4	Retention Trust Fund within the Department of Revenue;
5	providing for sources of moneys and purposes; providing
6	for annual carryforward of unused funds; providing for
7	future review and termination or re-creation of the trust
8	fund; providing a contingent effective date.

10	Be It Enacted by the Legislature of the State of Florida:
11
12	Section 1. Section 20.2101, Florida Statutes, is created
13	to read:
14	20.2101 State Law Enforcement Officer Recruitment and
15	Retention Trust Fund.--
16	(1) There is created the State Law Enforcement Officer
17	Recruitment and Retention Trust Fund within the Department of
18	Revenue. Funds shall be credited to the trust fund as provided
19	by law to be used for the purpose of recruiting and retaining
20	law enforcement officers in the state.
21	(2) Notwithstanding the provisions of s. 216.301 and
22	pursuant to s. 216.351, any balance in the trust fund at the end
23	of any fiscal year shall remain in the trust fund at the end of
24	the year and shall be available for carrying out the purposes of
25	the trust fund.
26	(3) Pursuant to the provisions of s. 19(f)(2), Art. III of
27	the State Constitution, the trust fund shall, unless terminated
28	sooner, be terminated on July 1, 2007. Prior to its scheduled
29	termination, the trust fund shall be reviewed as provided in s.
30	215.3206(1) and (2).
31	Section 2. This act shall take effect July 1, 2003, if
32	House Bill 859 or similar legislation is adopted in the same
33	legislative session or an extension thereof and becomes law.
