1 A bill to be entitled
2 An act relating to trust funds; creating the
3 Entertainment Industry Financial Incentive
4 Trust Fund; providing for sources of funds and
5 purposes; providing for future review and
6 termination or re-creation of the fund;
7 providing a contingent effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. (1) The Entertainment Industry Financial
12 Incentive Trust Fund is created within, and shall be
13 administered by, the Office of Tourism, Trade, and Economic
14 Development. Moneys credited to the fund shall be those
15 appropriated from the General Revenue Fund or from other
16 sources to make incentive payments under Senate Bill ____ or
17 similar legislation creating an entertainment industry
18 financial incentive program. The purpose of the trust fund is
19 to facilitate the payment of incentives under such program.
20 (2) In accordance with Section 19(f)(2), Article III
21 of the State Constitution, the trust fund must, unless
22 terminated sooner, be terminated on July 1, 2007. Before its
23 scheduled termination, the trust fund must be reviewed as
24 provided in section 215.3206(1) and (2), Florida Statutes.
25 Section 2. This act shall take effect on the effective
26 date of Senate Bill ____, or similar legislation, but it shall
27 not take effect unless it is enacted by a three-fifths vote of
28 the membership of each house of the Legislature and unless
29 Senate Bill ____, or similar legislation, becomes a law.

2 SENATE SUMMARY
3 Creates an Entertainment Industry Financial Incentive
Trust Fund as a repository for appropriations from which
4 the Office of Tourism, Trade, and Economic Development
will make incentive reimbursements to motion picture and
5 television producers and to providers of certain
production services for expenditures in this state.
