11          An act relating to specialty license plates; amending s.
12    320.08056, F.S.; providing annual use fees for specified
13    specialty license plates; amending s. 320.08058, F.S.;
14    creating the UNITY license plate, the Family Values
15    license plate, the Parents Make A Difference license
16    plate, the Florida National Guard license plate, and the
17    Family First license plate; providing for the distribution
18    of annual use fees received from the sale of such plates;
19    providing an effective date.

21          Be It Enacted by the Legislature of the State of Florida:
22         
23          Section 1. Paragraphs (mm), (nn), (oo), (pp), and (qq) are
24    added to subsection (4) of section 320.08056, Florida Statutes,
25    to read:
26          320.08056 Specialty license plates.--
27          (4) The following license plate annual use fees shall be
28    collected for the appropriate specialty license plates:
29          (mm) UNITY license plate, $25.
30          (nn) Family Values license plate, $25.
31          (oo) Parents Make A Difference license plate, $25.
32          (pp) Family First license plate, $25.
33          (qq) Florida National Guard license plate $25.
34          Section 2. Subsections (39), (40), (41), (42), and (43)
35    are added to section 320.08058, Florida Statutes, to read:
36          320.08058 Specialty license plates.--
37          (39) UNITY LICENSE PLATES.--
38          (a) The department shall develop a UNITY license plate as
39    provided in this section. The word "Florida" must appear at the
40    top of the plate, and the word "UNITY" must appear at the bottom
41    of the plate.
42          (b) The annual use fees shall be distributed to the
43    British-American Foundation, Inc. Up to 25 percent of such funds
44    shall be used for marketing and promotion of the "UNITY" concept
45    and license plate. The remaining funds shall be used in the
46    following manner:
47          1. Twenty-five percent shall be used to establish and
48    administer advice centers that will provide informative and
49    educational informational materials and referral services to
50    assist recently arrived residents, prospective residents, and
51    individuals in adapting to living, working, and doing business
52    in the State of Florida, particularly to prevent fraudulent
53    conduct.
54          2. Twenty-five percent shall be distributed as grants as
55    determined by an internal review committee to organizations
56    whose efforts are specifically directed toward protecting
57    Florida residents from fraudulent business practices, corporate
58    scams, identity theft, and other fraud.
59          3. Ten percent shall be distributed to identified agencies
60    to assist them with efforts that are specifically directed
61    toward providing Florida residents with a toll-free hotline to
62    fight fraud and corporate scams.
63          4. Ten percent shall be used to pay the cost of
64    professional advice and guidance to protect Florida residents
65    from fraudulent business practices, to promote ethical business
66    practices, and to provide informational seminars disseminating
67    information and materials to prevent fraudulent conduct.
68          5. Five percent shall be expended by the British-American
69    Foundation, Inc., for administrative costs directly associated
70    with the foundation's operations as they relate to its goals of
71    fighting fraud.
72          (40) FAMILY VALUES LICENSE PLATES.--
73          (a) The department shall develop a Family Values license
74    plate as provided in this section. The words "Family Values"
75    must appear at the top of the plate, and the word "Florida" must
76    appear at the bottom of the plate.
77          (b) The annual use fees shall be distributed to Sheridan
78    House, Inc., to fund residential care programs, family
79    counseling, social services for single parents and their
80    children, resources materials, and facility construction.
81    Sheridan House, Inc., shall distribute the Family Values license
82    plate annual use fees in the following manner:
83          1. Sheridan House, Inc., shall retain all revenues from
84    the sale of such plates until all startup costs for developing
85    and establishing the plates have been recovered.
86          2. Up to 5 percent of the funds received by Sheridan
87    House, Inc., shall be expended for administrative costs directly
88    associated with the operations of Sheridan House, Inc., and up
89    to 20 percent of the funds received shall be expended for
90    promotion and marketing of the license plate.
91          3. All remaining funds shall be expended by Sheridan
92    House, Inc., for programs.
93          (41) PARENTS MAKE A DIFFERENCE LICENSE PLATES.--
94          (a) The department shall develop a Parents Make A
95    Difference license plate as provided in this section. The words
96    "Parents Make A Difference" must appear at the top of the plate,
97    and the word "Florida" must appear at the bottom of the plate.
98          (b) The annual use fees shall be distributed to The
99    Gathering/USA, Inc., to fund personal counseling for parents,
100    marriage seminars, Dads and Moms That Make A Difference
101    seminars, father-and-son retreats, mother-and-daughter retreats,
102    and personal parenting behavioral assessments. The
103    Gathering/USA, Inc., shall distribute the Parents Make A
104    Difference license plate annual use fees in the following
105    manner:
106          1. The Gathering/USA, Inc., shall retain all revenues from
107    the sale of such plates until all startup costs for developing
108    and establishing the plates have been recovered.
109          2. Up to 5 percent of the funds received by The
110    Gathering/USA, Inc., shall be expended for administrative costs
111    directly associated with the operations of The Gathering/USA,
112    Inc., and up to 20 percent of the funds received shall be
113    expended for promotion and marketing of the license plate.
114          3. All remaining funds shall be expended by The
115    Gathering/USA, Inc., for programs.
116          (42) FAMILY FIRST LICENSE PLATES.--
117          (a) The department shall develop a Family First license
118    plate as provided in this section. The word "Family First" must
119    appear at the bottom of the plate.
120          (b) The annual use fees shall be distributed to Family
121    First to fund programs, projects, seminars, events, and family
122    resources that promote principles for building marriages,
123    guiding parents and single parents, and raising children. The
124    Family First Foundation shall distribute the Family First
125    license plate annual use fees in the following manner:
126          1. The Family First Foundation shall retain all revenues
127    from the sale of said plate until all startup costs for
128    developing and establishing the plate have been recovered.
129          2. Up to 5 percent of the funds received by Family First
130    shall be expended for administrative costs directly associated
131    with the operations of Family First. Up to 20 percent of the
132    funds received by Family First shall be expended for promotion
133    and marketing of the license plate.
134          3. Family First shall expend all remaining funds for
135    programs.
136          (43) FLORIDA NATIONAL GUARD LICENSE PLATES.--
137          (a) The department shall develop a Florida National Guard
138    license plate as provided in this section. The word "Florida"
139    must appear at the top of the plate, and the words "National
140    Guard" must appear at the bottom of the plate. The Florida
141    National Guard Seal, 2 3/4" in diameter, must appear in the
142    center of the plate in proper colors.
143          (b) The annual use fees shall be distributed to the For
144    Giving Foundation, Inc., to fund the Florida National Guard
145    Foundation and Florida faith-based s. 501(c) organizations. The
146    For Giving Foundation, Inc., shall distribute the Florida
147    National Guard license plate annual use fees in the following
148    manner:
149          1. The For Giving Foundation, Inc., shall retain all
150    revenues from the sale of said plate until all startup costs for
151    developing and establishing the plate have been recovered.
152          2. Up to 5 percent of the funds received by the For Giving
153    Foundation, Inc., shall be expended for administrative costs
154    directly associated with the operations of the foundation. Up to
155    20 percent of the funds received shall be expended for promotion
156    and marketing of the license plate.
157          3. Fifty percent of the funds received by the For Giving
158    Foundation, Inc., shall be distributed to the Florida National
159    Guard Foundation.
160          4. Twenty-five percent of the funds received by the For
161    Giving Foundation, Inc., shall be expended to Florida faith-
162    based s. 501(c) organizations.
163          Section 3. This act shall take effect July 1, 2003.
