1 A bill to be entitled
2          An act relating to specialty license plates; amending s.
3    320.08056, F.S.; providing annual use fees for specified
4    specialty license plates; amending s. 320.08058, F.S.;
5    creating the UNITY license plate, the Family Values
6    license plate, the Parents Make A Difference license
7    plate, the Florida National Guard license plate, and the
8    Family First license plate; providing for the distribution
9    of annual use fees received from the sale of such plates;
10    providing an effective date.

12          Be It Enacted by the Legislature of the State of Florida:
13         
14          Section 1. Paragraphs (mm), (nn), (oo), (pp), and (qq) are
15    added to subsection (4) of section 320.08056, Florida Statutes,
16    to read:
17          320.08056 Specialty license plates.--
18          (4) The following license plate annual use fees shall be
19    collected for the appropriate specialty license plates:
20          (mm) UNITY license plate, $25.
21          (nn) Family Values license plate, $25.
22          (oo) Parents Make A Difference license plate, $25.
23          (pp) Family First license plate, $25.
24          (qq) Florida National Guard license plate $25.
25          Section 2. Subsections (39), (40), (41), (42), and (43)
26    are added to section 320.08058, Florida Statutes, to read:
27          320.08058 Specialty license plates.--
28          (39) UNITY LICENSE PLATES.--
29          (a) The department shall develop a UNITY license plate as
30    provided in this section. The word "Florida" must appear at the
31    top of the plate, and the word "UNITY" must appear at the bottom
32    of the plate.
33          (b) The annual use fees shall be distributed to the
34    British-American Foundation, Inc. Up to 25 percent of such funds
35    shall be used for marketing and promotion of the "UNITY" concept
36    and license plate. The remaining funds shall be used in the
37    following manner:
38          1. Twenty-five percent shall be used to establish and
39    administer advice centers that will provide informative and
40    educational informational materials and referral services to
41    assist recently arrived residents, prospective residents, and
42    individuals in adapting to living, working, and doing business
43    in the State of Florida, particularly to prevent fraudulent
44    conduct.
45          2. Twenty-five percent shall be distributed as grants as
46    determined by an internal review committee to organizations
47    whose efforts are specifically directed toward protecting
48    Florida residents from fraudulent business practices, corporate
49    scams, identity theft, and other fraud.
50          3. Ten percent shall be distributed to identified agencies
51    to assist them with efforts that are specifically directed
52    toward providing Florida residents with a toll-free hotline to
53    fight fraud and corporate scams.
54          4. Ten percent shall be used to pay the cost of
55    professional advice and guidance to protect Florida residents
56    from fraudulent business practices, to promote ethical business
57    practices, and to provide informational seminars disseminating
58    information and materials to prevent fraudulent conduct.
59          5. Five percent shall be expended by the British-American
60    Foundation, Inc., for administrative costs directly associated
61    with the foundation's operations as they relate to its goals of
62    fighting fraud.
63          (40) FAMILY VALUES LICENSE PLATES.--
64          (a) The department shall develop a Family Values license
65    plate as provided in this section. The words "Family Values"
66    must appear at the top of the plate, and the word "Florida" must
67    appear at the bottom of the plate.
68          (b) The annual use fees shall be distributed to Sheridan
69    House, Inc., to fund residential care programs, family
70    counseling, social services for single parents and their
71    children, resources materials, and facility construction.
72    Sheridan House, Inc., shall distribute the Family Values license
73    plate annual use fees in the following manner:
74          1. Sheridan House, Inc., shall retain all revenues from
75    the sale of such plates until all startup costs for developing
76    and establishing the plates have been recovered.
77          2. Up to 5 percent of the funds received by Sheridan
78    House, Inc., shall be expended for administrative costs directly
79    associated with the operations of Sheridan House, Inc., and up
80    to 20 percent of the funds received shall be expended for
81    promotion and marketing of the license plate.
82          3. All remaining funds shall be expended by Sheridan
83    House, Inc., for programs.
84          (41) PARENTS MAKE A DIFFERENCE LICENSE PLATES.--
85          (a) The department shall develop a Parents Make A
86    Difference license plate as provided in this section. The words
87    "Parents Make A Difference" must appear at the top of the plate,
88    and the word "Florida" must appear at the bottom of the plate.
89          (b) The annual use fees shall be distributed to The
90    Gathering/USA, Inc., to fund personal counseling for parents,
91    marriage seminars, Dads and Moms That Make A Difference
92    seminars, father-and-son retreats, mother-and-daughter retreats,
93    and personal parenting behavioral assessments. The
94    Gathering/USA, Inc., shall distribute the Parents Make A
95    Difference license plate annual use fees in the following
96    manner:
97          1. The Gathering/USA, Inc., shall retain all revenues from
98    the sale of such plates until all startup costs for developing
99    and establishing the plates have been recovered.
100          2. Up to 5 percent of the funds received by The
101    Gathering/USA, Inc., shall be expended for administrative costs
102    directly associated with the operations of The Gathering/USA,
103    Inc., and up to 20 percent of the funds received shall be
104    expended for promotion and marketing of the license plate.
105          3. All remaining funds shall be expended by The
106    Gathering/USA, Inc., for programs.
107          (42) FAMILY FIRST LICENSE PLATES.--
108          (a) The department shall develop a Family First license
109    plate as provided in this section. The word "Family First" must
110    appear at the bottom of the plate.
111          (b) The annual use fees shall be distributed to Family
112    First to fund programs, projects, seminars, events, and family
113    resources that promote principles for building marriages,
114    guiding parents and single parents, and raising children. The
115    Family First Foundation shall distribute the Family First
116    license plate annual use fees in the following manner:
117          1. The Family First Foundation shall retain all revenues
118    from the sale of said plate until all startup costs for
119    developing and establishing the plate have been recovered.
120          2. Up to 5 percent of the funds received by Family First
121    shall be expended for administrative costs directly associated
122    with the operations of Family First. Up to 20 percent of the
123    funds received by Family First shall be expended for promotion
124    and marketing of the license plate.
125          3. Family First shall expend all remaining funds for
126    programs.
127          (43) FLORIDA NATIONAL GUARD LICENSE PLATES.--
128          (a) The department shall develop a Florida National Guard
129    license plate as provided in this section. The word "Florida"
130    must appear at the top of the plate, and the words "National
131    Guard" must appear at the bottom of the plate. The Florida
132    National Guard Seal, 2 3/4" in diameter, must appear in the
133    center of the plate in proper colors.
134          (b) The annual use fees shall be distributed to the For
135    Giving Foundation, Inc., to fund the Florida National Guard
136    Foundation and Florida faith-based s. 501(c) organizations. The
137    For Giving Foundation, Inc., shall distribute the Florida
138    National Guard license plate annual use fees in the following
139    manner:
140          1. The For Giving Foundation, Inc., shall retain all
141    revenues from the sale of said plate until all startup costs for
142    developing and establishing the plate have been recovered.
143          2. Up to 5 percent of the funds received by the For Giving
144    Foundation, Inc., shall be expended for administrative costs
145    directly associated with the operations of the foundation. Up to
146    20 percent of the funds received shall be expended for promotion
147    and marketing of the license plate.
148          3. Fifty percent of the funds received by the For Giving
149    Foundation, Inc., shall be distributed to the Florida National
150    Guard Foundation.
151          4. Twenty-five percent of the funds received by the For
152    Giving Foundation, Inc., shall be expended to Florida faith-
153    based s. 501(c) organizations.
154          Section 3. This act shall take effect July 1, 2003.
