         Amendment (with title amendment)
         Between line(s) 200-201, insert:
Section 2. Section 311.125, Florida Statutes, is created
   to read:
311.125 Uniform Port Access Credential System.--
         (1) The Florida Seaport Transportation and Economic
Development Council, working in cooperation with the Department
of Highway Safety and Motor Vehicles, the Department of Law
Enforcement, and private sector entities requiring access to the
state's seaports shall develop a seaport entry and exit control
system, or integrate with an existing system, appropriately
designed to meet the requirements of the physical and access
control issues identified at each of the state's seaports. The
system shall include a uniform seaport credential access card
that allows for the use of automation and biometrics as a means
to facilitate security at a seaport without unduly affecting the
flow of commerce. The system shall include a statewide network
with a centralized database in support of the uniform seaport
credential access card. The system shall support the
credentialing, verification, and tracking of employees,
contractors, vendors, visitors, and vehicles through the
restricted entrances, exits, and designated areas of each
seaport. The system shall incorporate the seaport security
minimum standards established pursuant to s. 311.12. The system
shall have the ability to integrate new and existing technology
that provides for increased security and improves the efficiency
of the seaports with respect to the movement of goods and
people. The system shall be designed to conform, as closely as
practicable, with criteria established by the United States
Transportation Security Administration for a transportation
worker identification card, or similar identification, as
required by federal law. The functional objective of the system
is to provide one standardized, common credentialing process
supported by a single integrated and secure network of databases
to manage access to secure seaport areas and operations. All
ports shall use the uniform seaport credential access card by
July 1, 2004. Prior to the 2004 Regular Session of the
Legislature, the council shall provide a report on the
development, implementation, and fiscal requirements of the
system to the President of the Senate and the Speaker of the
   House of Representatives.
         (2) This section is contingent upon the receipt of the
federal grant funds necessary to implement the Uniform Port
   Access Credential System.
