311.125 Uniform Port Access Credential System.--
|
|
19
|
(1) The Florida Seaport Transportation and Economic |
|
20
|
Development Council, working in cooperation with the Department |
|
21
|
of Highway Safety and Motor Vehicles, the Department of Law |
|
22
|
Enforcement, and private sector entities requiring access to the |
|
23
|
state's seaports shall develop a seaport entry and exit control |
|
24
|
system, or integrate with an existing system, appropriately |
|
25
|
designed to meet the requirements of the physical and access |
|
26
|
control issues identified at each of the state's seaports. The |
|
27
|
system shall include a uniform seaport credential access card |
|
28
|
that allows for the use of automation and biometrics as a means |
|
29
|
to facilitate security at a seaport without unduly affecting the |
|
30
|
flow of commerce. The system shall include a statewide network |
|
31
|
with a centralized database in support of the uniform seaport |
|
32
|
credential access card. The system shall support the |
|
33
|
credentialing, verification, and tracking of employees, |
|
34
|
contractors, vendors, visitors, and vehicles through the |
|
35
|
restricted entrances, exits, and designated areas of each |
|
36
|
seaport. The system shall incorporate the seaport security |
|
37
|
minimum standards established pursuant to s. 311.12. The system |
|
38
|
shall have the ability to integrate new and existing technology |
|
39
|
that provides for increased security and improves the efficiency |
|
40
|
of the seaports with respect to the movement of goods and |
|
41
|
people. The system shall be designed to conform, as closely as |
|
42
|
practicable, with criteria established by the United States |
|
43
|
Transportation Security Administration for a transportation |
|
44
|
worker identification card, or similar identification, as |
|
45
|
required by federal law. The functional objective of the system |
|
46
|
is to provide one standardized, common credentialing process |
|
47
|
supported by a single integrated and secure network of databases |
|
48
|
to manage access to secure seaport areas and operations. All |
|
49
|
ports shall use the uniform seaport credential access card by |
|
50
|
July 1, 2004. Prior to the 2004 Regular Session of the |
|
51
|
Legislature, the council shall provide a report on the |
|
52
|
development, implementation, and fiscal requirements of the |
|
53
|
system to the President of the Senate and the Speaker of the |
|
54
|
House of Representatives.

(2) This section is contingent upon the receipt of the |
|
56
|
federal grant funds necessary to implement the Uniform Port |
|
57
|
Access Credential System.
