1 A bill to be entitled
2          An act relating to military student education; directing
3    the Department of Education to assist in the transition of
4    dependents of military personnel into and within the
5    Florida education system; requiring a report; providing an
6    effective date.

8          Be It Enacted by the Legislature of the State of Florida:
9         
10          Section 1. (1) The Legislature finds that school-age
11    dependents of military personnel, known as military students,
12    are faced with numerous transitions during their formative years
13    and that moves during the high school years provide special
14    challenges to learning and future achievement. Recognizing the
15    challenges faced by military students and the importance of
16    military families to our communities and economy, the
17    Legislature directs the Department of Education to assist in the
18    transition of these students by improving the timely transfer of
19    records, developing systems to ease student transition during
20    the first 2 weeks of school enrollment, promoting practices that
21    foster access to extracurricular programs, establishing
22    procedures to lessen the adverse impact of moves at the end of
23    grade 11 and during grade 12, encouraging or continuing
24    partnerships between military bases and the education system,
25    providing services for transitioning students when applying and
26    finding funding for postsecondary study, and providing other
27    assistance as identified by department, school, and military
28    personnel.
29          (2) The Department of Education shall identify its efforts
30    and strategies for assisting military students in transitioning
31    to and within the Florida education system, including the
32    identification of acceptable equivalence for curriculum and
33    graduation requirements, and shall report its findings to the
34    Governor, the President of the Senate, and the Speaker of the
35    House of Representatives by October 1, 2003.
36          Section 2. This act shall take effect upon becoming a law.
