1 Senate Memorial No. ____
2 A memorial to the Congress of the United
3 States, urging Congress to fully fund the
4 Payment In Lieu Of Taxes Program for federally
5 owned lands.

7 WHEREAS, the Federal Government and the nation benefit
8 from federal acquisition of lands, and
9 WHEREAS, the citizens of the United States of America
10 benefit from the continued expansion of federal lands for
11 conservation, recreation, parks, wildlife preservation, and
12 other national-interest purposes, and
13 WHEREAS, the natural characteristics and location of
14 Florida's lands offer attractive expansions of current federal
15 facilities and acquisition of new facilities, and
16 WHEREAS, current federal payments authorized under the
17 Payment in Lieu of Taxes Act are dependent upon annual
18 appropriations by Congress, and
19 WHEREAS, on average, Congress has funded the Payment in
20 Lieu of Taxes Program at less than the full amount, and
21 WHEREAS, Florida's local governments could have
22 received $10.4 million in addition to the $10.5 million they
23 received between 1998 and 2002, and
24 WHEREAS, federal as well as state and local communities
25 benefit from the range and quality of services local
26 governments provide, and
27 WHEREAS, the continuation of range and quality of local
28 government services is dependent upon the overall continued
29 fiscal health of Florida's local governments, NOW, THEREFORE,

31 Be It Resolved by the Legislature of the State of Florida:

1 That the Congress of the United States is encouraged to
2 fully fund the Payment In Lieu of Taxes Program established
3 under the Payment in Lieu of Taxes Act of 1976.
4 BE IT FURTHER RESOLVED that copies of this memorial be
5 dispatched to the President of the United States, the
6 President of the United States Senate, the Speaker of the
7 United States House of Representatives, and each member of the
8 Florida delegation to the United States Congress.
