approval by a vote of at least two-thirds of the governing body |

of the county. Approval of the annual license tax by the |

governing board of the county shall be ratified and approved |
|

within 2 years by a vote of at least a majority of qualified |
|

|
electors who participate in the vote in that county or, if not |
|
22
|
approved by the referendum, the license tax shall be |
|
23
|
