15	Between line(s) 311 and 312, insert:
16	Section 8. Section 343.58, Florida Statutes, is created to
17	read:
18	343.58 License user fee.--The Legislature authorizes the
19	levy of an annual license user fee in the amount of $2 for the
20	registration of each vehicle taxed under s. 320.08 and
21	registered in the area served by the South Florida Regional
22	Transportation Authority. The annual license user fee shall take
23	effect in the area served by the authority upon approval by a
24	vote of at least a majority plus one of the members of the
25	governing body of each of the counties served by the authority.
26	Following approval by the governing body of each of the counties
27	served by the authority, the annual license user fee shall be
28	levied and the Department of Highway Safety and Motor Vehicles
29	shall remit the proceeds each month from the fee to the South
30	Florida Regional Transportation Authority. If the governing body
31	of one or more of the counties fails to approve the levy of the
32	annual license user fee, the fee may not be imposed within any
33	county served by the South Florida Regional Transportation
34	Authority.
