15	Remove line(s) 4120-4125, and insert:
16	This section does not affect the imposition of any penalties or
17	interest due to the claimant. If a carrier contracts with a
18	servicing agent to fulfill its administrative responsibilities
19	under this chapter, the payment practices of the servicing agent
20	are deemed the payment practices of the carrier for the purpose
21	of assessing penalties against the carrier.
