17  and insert:  
18         Section 1.  Paragraph (mm) is added to subsection (4)
19  of section 320.08056, Florida Statutes, to read:
20         320.08056  Specialty license plates.--
21         (4)  The following license plate annual use fees shall
22  be collected for the appropriate specialty license plates:
23         (mm)  Stop Heart Disease license plate, $25.
24         Section 2.  Subsection (39) is added to section
25  320.08058, Florida Statutes, to read:
26         320.08058  Specialty license plates.--
27         (39)  STOP HEART DISEASE LICENSE PLATES.--
28         (a)  The department shall develop a Stop Heart Disease
29  license plate as provided in this section. Stop Heart Disease
30  license plates must bear the colors and design approved by the
31  department. The plate shall be designed to include a red,

The word "Florida" shall appear at the 3 top of the plate in yellow outlined in black, and the words 4 "Stop Heart Disease" shall appear at the bottom of the plate 5 in yellow. 6 (b) The department shall remit the proceeds of the 7 annual use fee to the Florida Heart Research Foundation, Inc. 8 The first $80,000 of the use fee given to the Florida Heart 9 Research Foundation, Inc., shall be used to pay startup costs, 10 including costs incurred developing and issuing the 11 plates. Thereafter, the Florida Heart Research Foundation, 12 Inc., shall provide for a peer review grant solicitation and 13 award process to distribute fees for cardiovascular disease 14 research, education, and prevention within the state and shall 15 make the funds available for any one or more of the following: 16 1. Quality research to pursue top quality 17 cardiovascular research that will further understanding of 18 heart disease and its cause, treatment, cure, and prevention. 19 Accepted projects must conform to the highest standards of 20 scientific research, be efficiently organized, and report 21 updates continually to ensure research credibility and 22 excellence. 23 2. Heart disease prevention programs to provide 24 cardiovascular screenings to state residents. 25 3. Educational programs to offer educational programs, 26 literature, seminars, or speakers for both clinicians and lay 27 people so that the latest risk factors, technologies, 28 treatments, methodologies, protocols, and preventive measures 29 are well known and used in the state. 30 (c) In the first year in which the plate is issued, no 31 more than 25 percent of the fees collected may be used for 2 10:07 AM 04/28/03 s1840.tr36.01

Amendment No. ___ Barcode 272438 1 coronary heart disease, stroke, congestive heart failure, and 2 other conditions, and 3 WHEREAS, 25 percent of males and 38 percent of females 4 who experience a heart attack die within 1 year, and 5 WHEREAS, 50 percent of men and 63 percent of women who 6 die of sudden cardiac death experience no previous symptoms of 7 coronary heart disease, and 8 WHEREAS, cardiovascular disease takes an astonishing 9 toll on the economy through health care costs, lost work days, 10 and lowered productivity, which costs are estimated to reach 11 $330 billion in 2003, and 12 WHEREAS, almost 20 percent of all Social Security 13 disability payments are made to disabled Americans with heart 14 disease, and 15 WHEREAS, men and women are at equal risk for 16 cardiovascular disease and are also affected as husbands, 17 wives, fathers, mothers, brothers, sisters, children, and 18 friends of people suffering from cardiovascular disease, and 19 WHEREAS, in Florida, there will be over 65,000 deaths 20 per year from cardiovascular disease, and hospitalization 21 costs to care for Floridians with cardiovascular disease will 22 top $4.4 billion per year, and 23 WHEREAS, the only hope of ending this disease is 24 through research aimed at discovering its cause, its cure, 25 and, most importantly, its prevention, and 26 WHEREAS, the Florida Heart Research Foundation, Inc., 27 was 28 29 30 31 4 10:07 AM 04/28/03 s1840.tr36.01
