14         On page 2, lines 9-12, delete those lines

16  and insert:  eliminate non-ad valorem assessments, unless the
17  municipality has previously used the proceeds from the
18  surcharge levied under s. 218.503(5)(b) to reduce the
19  municipality's ad valorem tax millage or to reduce non-ad
20  valorem assessments.
