15         On page 2, line 17, following the period

17  insert:  These designated surcharge proceeds shall be used in
18  downtown or urban core areas. Downtown or urban core areas
19  shall be coterminous with any downtown development district
20  established pursuant to s. 166.0497 or chapter 65-1090, Laws
21  of Florida. Alternatively, any eligible local governmental
22  entity may identify the downtown or urban core area as any
23  contiguous area consisting of lands where the predominant
24  acreage is designated as commercial or its substantial
25  equivalent pursuant to the local government comprehensive plan
26  or other implementing land development regulations.
