An act relating to trust funds; amending s. 20.435, F.S.; |

creating the Welfare Transition Trust Fund within the |

Department of Health; providing for source of moneys and |

purposes; providing for annual carryforward of unused |

funds; providing for future review and termination or re- |
7
|
creation of the trust fund; providing an effective date. |

Be It Enacted by the Legislature of the State of Florida: |

|
|

|
Section 1. Paragraph (i) is added to subsection (1) of |
12
|
section 20.435, Florida Statutes, to read: |
13
|
20.435 Department of Health; trust funds.-- |
14
|
(1) The following trust funds are hereby created, to be |
15
|
administered by the Department of Health: |
16
|
(i) Welfare Transition Trust Fund.
|

|
1. Funds shall be credited to the trust fund from federal |
18
|
Temporary Assistance to Needy Families (TANF) block grants. |
19
|
Funds shall be used for the purpose of supporting the welfare |
20
|
transition program, transition services, and support services.
|

|
2. Notwithstanding the provisions of s. 216.301 and |
22
|
pursuant to s. 216.351, any balance in the trust fund at the end |
23
|
of any fiscal year shall remain in the trust fund at the end of |
24
|
the year and shall be available for carrying out the purposes of |
25
|
the trust fund.

3. The trust fund shall, unless terminated sooner, be |
27
|
terminated on July 1, 2007.
|

(2) Prior to its scheduled termination pursuant to the |
29
|
provisions of s. 19(f)(2), Art. III of the State Constitution, |
30
|
each trust fund listed in subsection (1) shall be reviewed as |
31
|
provided in s. 215.3206(1) and (2). |

Section 2. This act shall take effect July 1, 2003. |
