14	Amendment (with title amendment)
15	Between lines 736 and 737, insert:
16	Section 17. No agency of the state may contract with a
17	vendor to provide personnel services unless the vendor agrees as
18	part of the contract that such vendor will only use residents of
19	this state to perform any services under the contract. Such
20	condition shall also apply to any subcontractor of such vendor
21	or other entity engaged by the vendor when providing services
22	relative to such contract.
