14         Senate Amendment (with title amendment) 
15         On page 4, between lines 22 and 23,
16  
17  and insert:  
18         6.a.  In addition to the financial impact statement
19  required by this subsection, the Revenue Estimating Conference
20  shall draft an initiative financial information statement.
21  The initiative financial information statement should describe
22  in greater detail than the financial impact statement any
23  projected increase or decrease in revenues or costs that the
24  state or local governments would likely experience if the
25  ballot measure were approved.  The sponsor of an initiative
26  amendment may also draft an initiative financial information
27  statement that includes the sponsor's estimated increase or
28  decrease in any revenues or costs to state or local
29  governments resulting from the proposed initiative.  Where
30  appropriate, the initiative financial information statements
31  may include both estimated dollar amounts and a description

 1  placing the estimated dollar amounts into context.  The
 2  initiative financial information statements must include both
 3  a summary of not more than 500 words and more detailed
 4  information that includes the assumptions that were made to
 5  develop the fiscal impacts, work papers, and any other
 6  information deemed relevant by the Revenue Estimating
 7  Conference or amendment sponsor.
 8         b.  The Department of State shall have printed, and
 9  shall furnish to each supervisor of elections, a copy of the
10  summary from the initiative financial information statements.
11  The supervisors shall have the summary from the initiative
12  financial information statements available at each polling
13  place and at their main office upon request.
14         c.  The Secretary of State shall make available on the
15  Internet the initiative financial information statements in
16  their entirety.  In addition, each supervisor of elections
17  with a web site shall post the summary from the initiative
18  financial information statements on their web site.

31         summary;
