16	Section 5. Section 318.1215, Florida Statutes, is amended
17	to read:
18	318.1215 Dori Slosberg Driver Education Safety
19	Act.--Effective October 1, 2002, notwithstanding the provisions
20	of s. 318.121, a board of county commissioners may require, by
21	ordinance, that the clerk of the court collect an additional $3
22	with each civil traffic penalty, which shall be used to fund
23	drivertrafficeducation programs in public and nonpublic
24	schools. The ordinance shall provide for the board of county
25	commissioners to administer the funds, which shall be used for
26	enhancement, and not replacement, of driver education program
27	funds. The funds shall be used for direct educational expenses
28	and shall not be used for administration. Each driver education
29	program receiving funds pursuant to this section shall require
30	that a minimum of 30 percent of a student's time in the program
31	shall be behind-the-wheel training.This section may be cited as
32	the "Dori Slosberg Driver Education Safety Act."
