1 A bill to be entitled
2 An act relating to the State Risk Management
3 Trust Fund; amending s. 284.01, F.S.; providing
4 construction; requiring the fund to insure the
5 property and leasehold interests of certain
6 hospital districts under certain circumstances;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (1) of section 284.01, Florida
12 Statutes, is amended to read:
13 284.01 State Risk Management Trust Fund; coverages to
14 be provided.--
15 (1) The State Risk Management Trust Fund shall insure
16 those properties designated in subsection (2) which are owned
17 by the state or its agencies, boards, or bureaus against loss
18 from fire, lightning, sinkholes, and hazards customarily
19 insured by extended coverage and loss from the removal of
20 personal property from such properties when endangered by
21 covered perils. For the purposes of this part, a hospital
22 district created by special act which owns or operates one or
23 more hospitals, nursing homes, or other health care facilities
24 shall be considered a state agency and its property and
25 leasehold interests shall be considered owned by the state.
26 The fund shall insure the property or leasehold interests of
27 such a district in the same manner as property and leasehold
28 interests owned by other state agencies, boards, or bureaus,
29 upon the request of such district and payment of the premiums
30 for such insurance. Furthermore, the fund may also insure the
31 State Regional Office Building located in the City of

1 Jacksonville, Duval County, including the parking facility
2 owned by the City of Jacksonville, since such building is
3 jointly owned by the State of Florida and the City of
4 Jacksonville. The City of Jacksonville shall be responsible
5 for the payment of all premiums charged by the fund to insure
6 property owned by the City of Jacksonville. Flood insurance
7 shall be provided for state-owned structures and contents
8 designated in subsection (2) to the extent necessary to meet
9 self-insurance requirements of the National Flood Insurance
10 Program, as prescribed in rules and regulations of the Federal
11 Emergency Management Agency in 44 C.F.R. parts 59, 60, and 74,
12 effective October 1, 1986.
13 Section 2. This act shall take effect July 1, 2003.
